Overview
The Annual Plan is a one-year snapshot of Council’s intended work programme for the year beginning 1 July 2011. It draws extensively from Year Three of the Long Term Council Community Plan (LTCCP) 2009-19. The Annual Plan outlines what the Council is planning to do, how much it will cost and how it will be paid for.

What's the Annual Plan?
The Annual Plan is a one-year snapshot of Council’s intended work programme for the year beginning 1 July 2011. All local authorities are required to prepare and consult on an Annual Plan under Section 95 of the Local Government Act 2002 (in years where an LTCCP is not prepared).
The Annual Plan outlines what the Council is planning to do, how much it will cost and how it will be paid for.
How is the Annual Plan developed?
The 2011/12 Annual Plan draws extensively from Year Three of the 2009-19 Long Term Council Community Plan (LTCCP) that represents Council’s primary long term planning document. The Plan outlines any changes that have happened since the LTCCP was developed and presents updated financial and rating information.
Council considered the Annual Plan during March to June 2011 and adopted it on 28 June 2011.
So, what's in the Annual Plan?
The Annual Plan includes information about:
- Council Activities – Council provides a huge range of activities, some of which you use everyday. The water that comes from your tap, using the playground at the local park, getting books from your local library and ducking into the public toilet down the road are just a few of these. The Annual Plan includes an overview of these activities for 2011/12, including the levels of service we’ll provide, key work that is planned, how the Council will measure our performance and how much it will cost.
- Planned Projects – A summary of key projects planned for each activity, from widening the seal on local roads to refurbishing leisure facilities.
- The Figures – Detailed and overall financial information is included in the Annual Plan, including the costs of providing Council services and how they’ll be paid for and what your rates might look like in the 2011/12 year.
- Variations – Sprinkled throughout the plan are a number of references to how the plan has changed to what was forecast in Year Three of the 2009-19 LTCCP.
