DESIGN CONCEPT STATEMENT
The Caroline Bay Development Plan integrates and weaves together
a complex array of historical features, existing activities
and environmental enhancements. This is achieved by creating
key structural promenades that simplify the complexity of
the site. They provide direct access from the city to the
sea and along the beach. The promenades express the history
of the site. They track timelines showing the movement of
the beach and historical associations with the Bay. Visitors
can experience this history along with the multitude of attractions
at Caroline Bay from the promenades.
The key design considerations addressed in the Development
Plan are:
- Providing greater access to and along the beachfront.
- Providing a safe clear circulation pattern.
- Telling the stories of the place.
- Maintaining open green space.
- Providing for a wider range of activities.
- Enhancing the Bay experience.
- Using planting to enhance sense of place, interest, shelter
and wayfinding.
In essence, Caroline Bay can be imagined as a woven landscape
- a complex site bound together through the simplicity and
structure of a new circulation plan.
