INTRODUCTION

Caroline Bay is one of the most valued and highly used open spaces in Timaru. The Timaru District Council has adopted a Management Plan for the Bay in principle; subject to the outcomes of a Development Plan process.

Boffa Miskell has been engaged by the District Council to prepare the Development Plan. Consultation with the community is a key component of the process of preparing the Development Plan.

This report has been prepared following workshops with organisations who own and/or operate facilities in the Bay as well as the Timaru District Council. It provides background information and supplementary explanation of the concept plan that has now closed for community comment and suggestions. We are awaiting adoption of the final development plan, after completion of a feasibility study of the Health Spa Complex.
