Rural 1 (General Rural) Legend
The Rural 1 Zone includes most of the plains and downland areas with the exclusion of Class I and Class II land. This zone provides for a wide range of primary production activities and other forms of economic activity which are not considered likely to adversely effect physical resources elsewhere in the District (see Performance Standards in Rural 1 Zone Rules). Many activities such as residential use will be subject to servicing limitations. Subdivision for rural activities and rural living sites is more limited than it has been in the recent past. The intention is still to provide for a range of activities including rural lifestyle blocks. In some areas such as those close to Timaru the level of current subdivision is such that there will be very limited provision for more intensive subdivision (see General Rule 6.3). On the downlands there is limited capacity to supply more water through rural water supply schemes. Limitations on Rural Living Site subdivisions and residential uses are necessary on the Levels Plains in the immediate vicinity of the Richard Pearse Airport and Timaru International Raceway to help manage the adverse noise effects from those facilities (see Issue 1.4.1 in the Rural Zone provisions, Policy 5.2.2.1 for the Recreation Zones and Discretionary Activity 2.2 in the Recreation 3 Zone).
Rural 2 (High Quality Land)
Rural areas with the most versatile land are included in the Rural 2 Zone (Class I and Class II). Limitations on the development of land in this zone aim to protect the versatility of this resource for future generations. The establishment of buildings in this zone and subdivision is limited because of the need to protect the versatility of land in this zone.
Rural 3 (Coastal) Legend
The Rural 3 Zone covers those areas the coastal environment of the District which retain a high degree of natural character, and where inappropriate use and development would threaten those natural character values.
Rural 4 (Geraldine Downs and Blandswood)
This zone includes the Geraldine Downs and Blandswood, and gives recognition to the high natural or amenity values present in these areas. It is anticipated that any proposal ensures either enhanced or minimal effects on the landscape values present in these localities. At Blandswood, a more intensive form of development is appropriate than for the other parts of the Rural 4 Zone. The Blandswood area of this zone should be characterised by development in character with holiday homes.
Rural 5 (Hill and High Country) Legend
The Rural 5 Zone covers the principal areas of the hill and high country within the District, including most of the areas recognised as having outstanding natural landscape values or amenity landscape values. These natural landscape values include much of the indigenous vegetation and habitat of indigenous fauna remaining within the District. Controls on activities in this zone aim to ensure that any major land use change or developments are well designed and compatible with existing landscape values and the hill and high country environment (including naturalness and wildness values), and the natural character of riparian areas.
Residential 1 (Suburban Residential; Timaru, Temuka, Geraldine, Pleasant Point)
This zone includes the existing Residential areas of Geraldine, Pleasant Point and Temuka and suburban Timaru. It is intended to provide for residential activities of a moderate to low density and activities which service these residential activities.
There is limited provision for the establishment of commercial activities as these tend to reduce the level of amenity for residential activities and detract from the predominantly residential nature of this zone. A high standard of amenity is anticipated for this zone. Additional land to that which has previously been zoned Residential is included in this zone to provide for future residential expansion. Further land which is readily serviced and is compatible with the objectives and policies of the Plan will be considered for inclusion in this zone when the existing area of zoned land is nearing full development.
Residential 2 (High Density Residential; Timaru only) Legend
High density inner city living is provided for in this zone which is centrally located in Timaru. Smaller allotment sizes and more concentrated development are provided for in this zone where amenity standards are more permissive than the Residential 1 Zone. There is also some limited provision for commercial activities.
Residential 3 (Townships, other than the four major towns)
This zone provides for residential activities in the small townships of Acacia Drive, Cave, Orari, Pareora, Winchester, Peel Forest township and Woodbury which have a different character from larger settlements. Residential allotments are generally of a larger size than in the main settlements. A mix of residential and some non residential activities is possible although non residential activities should be controlled to protect the residential activities in this zone. Urban levels of services will not necessarily be available. These areas may be supplied by rural water supplies.
Residential 4 (Low Density Residential; Timaru only) Legend
This is a low density zone provided for at several locations in Washdyke. Amenity values are intended to be of as high a standard as is compatible with its location near an industrial area. An integrated building location and planting regime is to be provided to detail means of achieving maximum visual amenity.
Residential 5 (Future Residential; Timaru and Geraldine)
This zone is located at Gleniti in Timaru, and at Geraldine. While residential development is provided for the largely rural character will be maintained until such time that servicing for roading, water, stormwater and sewage can be provided for in an efficient manner and the land will be rezoned in stages as the demand for residential land occurs.
Residential 6 (Low Density at Gleniti) Legend
This is a low density zone at suburban Gleniti in Timaru that provides for integrated residential development which incorporates new residential style and design standards for the management of stormwater and the provision of other services that are both visually appealing and environmentally sustainable. The central and western areas of this zone are labelled as deferred zones ie Residential 6(a) and Residential 6(b) which become Residential 6 at a date specified in the Residential 6 Zone rules or when the sewer outfall is available to these areas.
Commercial 1A (Inner City Timaru)
This zone includes those parts of the main retail area of the Inner City with the highest heritage and townscape values which should be retained to provide an attractive environment for comparison retailing.
Commercial 1B (Inner City Timaru) Legend
This zone includes the area adjoining the Commercial 1A Zone of the Inner City where a wide range of commercial activities should be encouraged with a moderate standard of amenity
Commercial 1C (Inner City Timaru)
This zone includes areas on the outer edge of the Inner City where provision should be made for a mix of large-scale convenience retailing activities which cannot be easily accommodated more centrally within the Inner City, and industrial activities without significant adverse effects on adjoining activities.
Commercial 1 (Inner Urban)
The inner urban zone shall include the commercial centres of Geraldine, Pleasant Point, Temuka and Timaru. This zone is characterised by the presence of historic buildings and other features of cultural or historical importance in Temuka and Timaru.
Commercial 2 (Suburban; Timaru only)
This zone includes suburban shopping areas of Ashbury, Le Cren/Wilson Streets, and Highfield. These areas are distinguished by the presence of a supermarket which generates large volumes of pedestrian and vehicle traffic. These zones also provide for a range of commercial activities which can meet the performance standards for this zone.
Commercial 3 (Neighbourhood; Timaru only) Legend
This zone includes the many small commercial areas scattered through the Residential 1 Zone of Timaru and is intended to provide a location for commercial activities within su burban areas while providing sufficient flexibility to enable residential activities to also make use of this land.
Industrial L
This zone is intended to provide for industrial activities having minor to moderate environmental effects and that these effects should be mitigated for neighbouring zones to the extent that is practical.
Industrial H
This zone which is intended for heavier industrial activities having more adverse environmental effects and which should be separated from residential and other sensitive activities.
Recreation 1 (Holiday Residential)
This zone includes the holiday hut settlements of Butlers Huts, Milford Huts, Waipopo, Rangitata, Stratheona and part of Blandswood and some smaller settlements oriented to recreational uses but where there is a significant risk from natural hazards (see Part B(4)). It is intended that the existing peaceful character of these areas be retained and that no further residential development occur except for a part of the South Rangitata Huts Settlement, and the Milford Huts area because of the threat posed by flood hazard.
Recreation 2 (Urban) Legend
This zone includes recreational land and open space along the coast, within urban areas and those recreational activities adjacent to residential zones where regard should be had to any adverse effects on residential zones.
Recreation 3 (Rural)
This zone includes recreational land in rural areas. In some areas more permissive levels of effects are anticipated than in urban areas.
