What is a Land Information Memorandum (LIM)?
A LIM is normally obtained by persons purchasing a property
for their protection. In broad terms the LIM will provide
details of information relating to the property that the council
is aware of. It must also provide:
a) Information identifying each special feature or characteristic
of the land including potential erosion, avulsion, falling
debris, subsidence, slippage, alluvion or inundation or
likely presence of hazardous contaminants. The feature or
characteristic must be known to the TLA but is not apparent
from the District Plan under the Resource Management Act
1991 (RMA). The characteristics are not limited to those
named above.
b) Information on private and public stormwater and sewerage
drains as shown in the TLA records.
c) Information relating to any rates owing in relation
to the land.
d) Information concerning any consent, certificate, notice,
order, or requisition affecting the land or any building
on the land previously issued by the TLA (whether under
the Building Act 1991 (BA) or any other Act).
e) Information concerning any certificate issued by a building
certifier pursuant to the BA.
f) Information relating to the use to which that land
may be put and conditions attached to that use.
g) Information which, in terms of any other Act, has been
notified to the TLA by any other statutory organisation
having the power to classify land or buildings for any purpose.
h) Any information which has been notified to the TLA by
any network utility operator pursuant to the BA.
What is a Project Information Memorandum (PIM)?
A PIM allows an owner who is contemplating work for which
a building consent is required to obtain requirment for a
project. without having applied for a building consent. The
PIM must relate to the proposed work. Any application for
a building consent is deemed to also be an application for
a PIM. Every application must be on a prescribed form and
be accompanied by the fee and any information the TLA reasonably
needs to be able to issue the PIM.
a) Information identifying each special feature or characteristic

likely presence of hazardous contaminants. The feature or

notified to the TLA by any other statutory organisation

drains as which relate to the proposed building work or
which are on or adjacent to the proposed building work.
d) Details of any authorisation the TLA is authorised to
refuse or require under any other Act and a statement of
any requirements that must be met for that authorisation
to be granted.
e) Confirmation that the building works may or may not
be undertaken.
