The Council's Planning Unit is responsible for the following activities and services:

The Timaru District Council’s District Plan, prepared under the Resource Management Act 1991, was made operative on 8 March 2005.

The Timaru District Plan determines resource management issues, objectives, policies, methods and rules which control and manage the development of the District over the next 10-15 years. The District Plan zones the District and regulates what can be built or developed, and where activities can occur within the zones, based on sustainable management.

As part of its statutory obligation under the Resource Management Act 1991, the Planning Unit administers the District Plan for Timaru. This includes providing advice on the District Plan, the processing of non-notified, limited notified and publicly notified Resource Consent applications including both Land Use Consent and Subdivision Consent applications. Also included is the processing of applications for Certificates of Compliance, applications for Outline Plans, Notices of Requirements, Alterations to Designations, Removal of Designations, Variations/Plan Changes to the District Plan, Monitoring and Enforcement of Land Use Consents and Subdivision Consents as well as District Plan rules, monitoring of the District Plan and other functions specified in the Resource Management Act 1991.

The Planning Unit also provides policy advice on planning and development, conservation, design and heritage, transportation and environmental health issues that affect the Timaru District. It will also develop projects and prepare feasibility studies for achieving the objectives and policies of the District Plan other than by regulation.

The Planning Unit is also involved in the processing of Land Information Memorandums, Project Information Memorandums and Service Applications.

In accordance with the Local Government Act 1974 the Planning Unit also allocates and maintains the rural and urban numbering for the District.

The Planning Unit primary focus is the management of the use, development and protection of the natural and physical resources of the Timaru District in a manner that enables the District, its communities and people to provide for their social, economic and cultural well being and for their health and safety.

The Planning Unit’s primary goal is:

  • To encourage sustainable development of the District, whereby people are able to use the natural and physical resources in ways that should not adversely affect the environment or the community.

The principal objectives are:

  • Manage and Plan

To manage and plan the use, development and protection of the natural and physical resources of the Timaru District in a sustainable way.

  • Promoting Health and Safety

To promote the environmental health of the Timaru District and the health, safety and well being of citizens.

  • Limiting Adverse Effects

To limit the adverse effects of activities on the environment including people and communities.

  • Compliance with Legislation

To ensure that the statutory purposes and principles the District Planning Activity is responsible for are achieved with minimal compliance cost.
