Rates and Charges
What the General Rates Cover
Cover the portion of Public Responsibility, Arts and Community
Amenities, Civil Defence, Environmental Health, Road and Street
Landscapes, Economic Development and Promotion and Airport
costs not recovered by the General Charge. It is recovered
from all ratepayers within the District in the form of a differential
general rate levied on the Land Value for the property.
District Works and Services Rate
The cost of providing the roading network, streetlighting
(excluding community lighting), solid waste disposal services,
waste minimisation, animal control, building control, district
planning, and non-commercial property costs are recovered
from all ratepayers in the form of differential district works
and services levied on the Land Value of the property.
Community Works and Services Rate
Covers the cost of community activities, such as non subsidised
roading (footpaths), stormwater drainage and community lighting,
is recovered from the community in which the service is provided
in the form of a separate community works and services rate
levied on the Land Value of the property.
Rural Fire Protection Rate
The cost of providing rural fire protection is recovered
from ratepayers excluding the urban areas of Pleasant Point,
Geraldine, Temuka and Timaru, in the form of a separate rural
fire protection rate levied on the land value of the property.
Uniform Annual General Charge
The cost of providing community amenities such as libraries,
swimming pools, parks, the cost of public responsibility,
civil defence, environmental health, road and street landscapes,
economic development and promotion and the airport is recovered
from all ratepayers in the form of a uniform annual general
charge levied at the same level on all ratepayers.
Uniform Community Board Charge
The cost of providing specific Council services as determined
by the Temuka, Geraldine and Pleasant Point Community Boards is recovered
from those ratepayers in the form of a uniform annual Community
Board Charge.
Uniform Annual Sewer Charge
The cost of providing sewerage disposal is recovered from
those ratepayers who receive the service in the form of a
uniform annual sewer charge. This charge is averaged over
the district.
Uniform Annual Waste Management Charge
The cost of providing refuse collection is recovered from
those ratepayers who receive the service in the form of a
targeted differentiated annual waste management charge. The
differentiation
is on the geographical location of the property serviced.
Water Charges
The annual water charge covers the cost of providing water
to ratepayers.
Community Charge
To provide funding for specific expenditure within a defined
community of interest area.
Differential Rating
The differential is applied to both the General Rate and District
Works and Services Rate. There are nine categories used, to
provide a fair system of collecting rates according to use
and demand.

Ratepayer Information
Copies of rate accounts and details
of rates on individual properties are available at the Timaru
District Council Offices in Timaru, Temuka and Geraldine.
Payment can be made by cash, cheque or Eftpos at all three
locations. Direct debit, internet banking (via your bank website) and telephone banking options can
be used. Ask our staff.
