Annual Plan 2017/18

Overview

The Annual Plan is a one year snapshot of Council’s intended work programme for the year beginning 1 July 2017. It outlines what the Council is planning to do, including financial information such as costs and funding.

Changes to legislation mean the Annual Plan now effectively represents an exceptions document that contains the main differences from the relevant Long Term Plan (LTP) 2015-25 year, in this case Year Three.

For 2017/2018, there were no major changes to what we have already decided as part of the LTP 2015-25. As a result, we did not hold a formal consultation process but did seek general feedback to feed into our future planning.

The Annual Plan 2017/2018 and Rates resolution was adopted on 27 June 2017.

What’s the Annual Plan?

All local authorities are required to prepare an Annual Plan under Section 95 of the Local Government Act 2002.

The Annual Plan is a one-year snapshot of Council’s intended work programme for the year beginning 1 July 2017.  It outlines what the Council is planning to do, changes to the relevant year of the current Long Term Plan (LTP 2015-25), including financial information such as costs and funding.

Isn’t this a bit different to what’s happened in the past?

Yes, changes to the Local Government Act 2002 in 2014 mean that the Council’s approach to preparing and consulting on an Annual Plan has changed.

The new Annual Plan process is not about re-litigating issues already decided in the LTP.  The legislative changes mean that:

  • There is no requirement to prepare information that duplicates the LTP content.  As such, the Annual Plan is an exceptions based document and the Annual Plan 2017/18 content is reduced.
  • A Council is not required to prepare a “Draft Annual Plan” or Draft Annual Plan Summary.
  • Consultation on an Annual Plan is not required unless the differences to the LTP are ‘significant’ or ‘material’ or the Council chooses to.  The Annual Plan is not required to go through a formal Special Consultative Procedure as previously carried out.  If consultation is carried out, it must give effect to the consultation principles under the LGA (S82).

Where consultation occurs, a Consultation Document (CD) must be prepared.  The focus of the CD can only be around the ‘significant’ and ‘material’ changes between the 2017/18 year in the LTP 2015-25 and the Annual Plan 2017/18.

How is the Annual Plan 2017/8 developed?

The Plan is based on Year Three of the 2015 - 25 Long Term Plan (LTP). Budgets and projects have been reviewed. The review of our planned projects has resulted in a few changes – some ups and downs in the costs and changes to the timing of some projects. These changes will be highlighted in the Plan.

Council and Community Boards considered and approved the reviewed budgets and projects in February/March 2017. For 2017/18, there were no major changes identified to what was decided as part of the LTP 2015-25. As a result, the Council decided not to hold a formal consultation process this year, but did seek general feedback to feed into our future planning. The final plan was developed and adopted in June by the Council.

Has the Annual Plan 2017/18 content changed?

The Plan now represents an exceptions document that contains the main differences from the relevant LTP 2015-25 year, in this case Year Three. The plan will include references to key information from the LTP 2015-25, updated financial information, changes to Year Three of the Long Term Plan and contextual information around Council’s work programme.
