The new public space at the heart of Timaru will be taking shape over the next few months with the final plan being confirmed.
Timaru District Council is unveiling the finalised design for the Strathallan Corner redevelopment, a transformative project that will reshape one of the city’s civic spaces.
The updated concept, developed by WSP in partnership with Te Rūnanga o Arowhenua, reflects a commitment to safety, accessibility, cultural storytelling, and long-term value for ratepayers.
While staying close to the original concept design, it has evolved to address key structural and environmental considerations highlighted during early earthworks.
One change is that the curvature of the terraces has been reversed to accommodate underground infrastructure, and tall plantings at the front of the site have been removed to improve sightlines and pedestrian flow.
Accessibility remains a cornerstone of the design. The site features non-slip broomed concrete on the ramp, and a Exeloo toilet unit with accessible features.
Pavers supplied by Paving South Canterbury will complement the site’s aesthetic and durability. A stairway behind the toilet unit will provide access to the adjacent vehicle parking area.
Cultural integration is central to the redevelopment. Under the guidance of local artist Fran Spencer, the design incorporates a whāriki (woven mat) paving motif that symbolises the journey of īnaka (whitebait) through Timaru’s coastal lagoons. The theme of mahika kai is also carried through the tuna (eel) balance beams.
The interrelationship between all our people and cultures is celebrated in the beautiful kōwhaiwhai patterns carved into the rise behind the performance area.
The three edges of the whāriki invite reflection on the past, engagement with the present, and vision for the future.
Construction began in May 2025 with Stage one earthworks, including demolition of the old toilet block and removal of the statue of Bob Fitzsimmons for safekeeping. The new Exeloo unit is expected to be operational by Friday, with full site completion anticipated by late September.
The project remains within its original $1.6 million budget.
The Strathallan Corner redevelopment is an initiative of the CityTown Masterplan, designed to help revitalise Timaru’s city centre and create a welcoming, inclusive space for residents and visitors alike.
