The grounds on which part of the Council or Committee may be closed to the public are listed in s48(1)(a)(i) of the Local Government Official Information and Meetings Act 1987.

s7(2)(f)(i) - The withholding of the information is necessary to maintain the effective conduct of public affairs through free and frank expressions of opinion by or between or to members or officers or employees of any local authority in the course of their duty
