A water services delivery plan (WSDP) is a comprehensive strategy for local councils to manage and provide water services, including drinking water, wastewater, and stormwater. These plans outline a council's financial sustainability, the current state of its water assets, and how it will meet regulatory standards, finance operations, and support future growth. The plans must detail the proposed delivery model (in-house, joint organisation), investment needs, revenue and financing arrangements, and performance measures.

The Timaru District Council Water Services Delivery Plan, which proposed moving water services into an individual CCO, while continuing to welcome collaboration with other councils, was approved by the Secretary for Local Government on 28 October 2025.
