Timaru CityTown & Caroline Bay Master Plans
Timaru’s city centre and Caroline Bay are two of the district’s most important and well-loved places. The CityTown and Caroline Bay Master Plans have been developed to guide the long-term development, renewal, and enhancement of these areas.
These Master Plans set out a coordinated vision for the future, ensuring that growth and investment are carefully planned, well-integrated, and aligned with community aspirations. They respond to key challenges and opportunities facing Timaru, including economic development, accessibility, climate resilience, public space quality, and the need to create vibrant, people-friendly environments.
For the city centre, the Master Plan focuses on strengthening the heart of Timaru as a thriving commercial, cultural, and civic hub. It identifies opportunities to improve connectivity, enhance streets and public spaces, support local businesses, and encourage more people to live, work, and spend time in the city centre.
The Caroline Bay Master Plan builds on the Bay’s role as a signature destination for recreation and tourism. It provides a framework for protecting and enhancing its natural and recreational values, improving facilities, and ensuring the area remains accessible, resilient, and enjoyable for future generations.
Both Master Plans have been informed by community engagement, technical analysis, and stakeholder input, ensuring they reflect local priorities while supporting broader strategic outcomes for the district.
Together, these plans provide a long-term blueprint for investment and decision-making, helping Council, partners, and the community work toward a shared vision for Timaru’s future.
