Vote Bowen
My principal place of residence is in the Timaru District Council area.
I’m standing for a third term as Mayor of Timaru because this is my home and there’s more to do. Jane and I were both raised here, and we’ve spent the past 20 years running successful local businesses. I bring real world experience in financial management and long-term planning to the role.
Over the past two terms, I’ve led a council that’s delivered results while keeping rate rises manageable, through challenging times. We’ve prioritised asset management and made real progress toward fully funding depreciation, protecting future generations from financial burden.
Timaru District Council played a key role in shaping the new Three Waters legislation, helping secure community control and local ownership of our assets. As Chair of the Canterbury Mayoral Forum, I’ve built strong relationships with other councils and central government to unlock funding and investment.
Timaru deserves experienced, proven leadership and I’m standing again to keep delivering it.

Geraldine Ward (1 Vacancy)
Philip HARPER
My principal place of residence is in the Geraldine Ward area.
My name is Philip Harper. Having grown up and farmed for 40 years in the Arundel-Carew area, my wife Jenny and I have recently made Geraldine our home. We see Geraldine as the central base for this next stage of our lives. We have four children, all in their 20s, and Jenny works as a nurse at Timaru Hospital. Having enjoyed playing rugby and cricket in Geraldine during the 80s and 90s, I feel it's time to give back to the community. I am part of the Geraldine Lions Club, and I am ready to take on the challenge of representing Geraldine and advocating for our people at the council level. My focus will be on ensuring council fiscal responsibility while carefully considering any rate increases for both rural and town residents. I aim to champion environmental and developmental outcomes that best serve our ward. Thank you for your consideration.

My principal place of residence is in the Geraldine Ward area.
Hi, I’m Gavin Oliver. For the past six years, it’s been an honour to serve as your councillor for the Geraldine ward. Our town has seen amazing growth -over 15% since 2019- which shows just how special Geraldine is to residents and visitors alike.
I’m running for re-election because I care deeply about our community and want to help shape its future. I’m committed to making it easier to subdivide land, so that more families can call Geraldine home and experience our incredible lifestyle.
Improving essential infrastructure is still at the top of my list. I will keep fighting for better water resilience and upgrades to unsealed roads, as well as thoughtful, forward-looking town planning that keeps Geraldine vibrant.
I also want to champion things that make people fall in love with Geraldine, whether they’re here for a weekend or a lifetime. Let’s keep building our future - together.

Pleasant Point - Temuka Ward (2 Vacancies)
Michelle PYE
My principal place of residence is in the Pleasant Point - Temuka Ward area.
I am seeking re-election so I can continue to be a strong voice for our community and an active contributor around the Council table.
I have proven governance and representation experience through various local and national industry roles. I love finances and have commercial experience as co-owner of Pye Group, a large-scale farming enterprise. I also understand the value of a strong culture which needs to be led from the top.
I have a passion for good governance and making decisions based on good information. Other areas where I add value are financial management, policy, risk management and building relationships which enables respectful challenge and influence. I challenge the status quo knowing we cannot expect a different result if we keep doing the same thing. However change takes time so I am asking for your support for another term. Vote Michelle Pye for commitment, competence, common sense and commercial experience.

Living and working in Temuka with my young, active family, I am well connected to the schools, clubs, businesses, and people of our district. I love South Canterbury, but we must keep working to make it more vibrant, attractive, prosperous, and affordable for our communities.
Responsible stewardship of ratepayer funds to get the basics right and investing in the activities that maintain and improve our district will continue to be my priority. Council needs to be both efficient and enabling to ensure that South Canterbury’s potential is realised. Always keeping value and affordability front of mind, Council must also ensure that our assets and infrastructure are resilient and fit for purpose for future generations.
With vision and energy, skill and experience in communication, strategic thinking, and pragmatic decision making I am an effective, connected representative.

ACT Local: Real Change. Lower Rates.
My principal place of residence is not in the Timaru Ward area.
Ratepayers have been let down by Timaru District Council with huge rates hikes, poor public services and wasteful spending on ideological pet projects. It’s time to give Council a wakeup call and focus on the things that matter.
As a father, dairy farmer, and someone who has lived in South Canterbury for 20 years, I understand the issues facing our community, specifically those caused by Council. I know what the problems are, and I understand the importance of making the hard decisions now for the long-term benefit.
By voting for me as an ACT Local candidate, you know what you are going to get: I will deliver the basics like our roads, rubbish and water services, cut red tape on local businesses, and take the race out of local politics.
If you want to see common sense back around the council table, please give me one of your votes.
Peter BURT

My principal place of residence is in the Timaru Ward area.
My name is Peter Burt, and I have dedicated my life to community and public service. Married to Kate for 40 years, I am a proud father of two and grandfather of four. From a background as a Senior Crime Manager in the NZ Police, to business and corporate leadership, I bring significant governance experience, having also served on numerous charitable trusts and community organisations. I am committed to upholding honesty, integrity, and common sense in local government while ensuring progressive, community-focused leadership. As I seek re-election for a fifth term on Council, I recognise the challenges posed by water and RMA reforms, increased government oversight, and funding constraints. Now, more than ever, our community needs continuity, experience, and proven leadership to navigate these changes and secure the best outcomes for our district. Councillors need to account for their election promises and follow through on our investments in significant infrastructure.

Owen (OJ) JACKSON
My principal place of residence is in the Timaru Ward area.
These are challenging times as we strive to do more with less, putting huge pressure on local councils to deliver cost-effective core infrastructure such as our roads, water and waste.
However, we are more than just that!
I want the Timaru district to be the best it can be, and I make no apology for being a champion of our arts and culture.
Libraries, art galleries, theatres and sporting venues are not just a ‘nice to have’ they are the authentic heart of who we are. They allow us to create shared experiences, a shared identity, and build a community we can all be proud of.
My first term at the council table has been an incredible learning experience and I’m raring to go again with your support.
My pledge to you over the next 3 years is to complete the big projects, balance the books and deliver affordable rates.

Slippery Tiles Rates - Needs Not Wants
My principal place of residence is in the Timaru Ward area.
Written by me, Not AI. Born Fairview, Educated Fairview Primary & Timaru College, Self employed Commercial Photographer for 38 years. CBD resident for 30. Lived Overseas for 10 years so have seen alternative ways of doing things. Believe in asking lots of questions.
Not very Politically Correct or Woke. Believe in equal rights for all. Member of many local organisations and community groups. I believe the TDC needs more transparency, more public engagement, less consultants and more action. Lets make any future rates increases contain true value for the ratepayers, they deserve to see value for money.
The town is looking very scruffy, lets give it a clean-up, fix the slippery tiles, exit the city/town fiasco contract, complete the projects already started then have a bit of a reset before embarking on any new nice to haves. Fix the tiles and get people back into town.
Sange MALAMA
My principal place of residence is in the Timaru Ward area.
I am Sange – living in Timaru with my extended family since I was four, proud daughter of the Pacific, now a mother of two. Serving and leading in our local community in my spare time.
I’m passionate about working alongside families, young people and educators to grow a town where every voice matters and dreams can become reality. I particularly champion sport and arts—done well they connect us, build leaders and give everyone a stronger future.
I am now seeking to serve as a Councillor, to turn possibilities into realities. Our youth, diverse communities, parents, businesses, and seniors have such energy and creativity! If elected, I will listen carefully and consult clearly and regularly with the community.
I have served as a Teacher Aide, Business Development Representative, Board Trustee, school PTA member, Festival Organiser, Performing Arts Coordinator. Now I’m ready to step up, as Councillor. The decision is yours.
Jason MCDOUALL
My principal place of residence is in the Timaru Ward area.
I’m proud to stand for the Timaru Ward.
I bring a diverse experience, having served in the military and justice systems, and the telecommunications and engineering industries. Currently, I’m engaged in the construction sector. I have made this district my home and recently purchased a property committing to the future of this community.
I’m passionate about making Timaru a self-reliant and resilient district. My focus is on supporting and growing local businesses and industries, developing a strong community foundation by sourcing talent locally and boosting our economy.
I will advocate for ratepayer-focused spending that delivers benefits to residents, investing in initiatives that strengthen our local economy.
I’m committed to revitalising Timaru as a destination, enhancing visitor numbers by showcasing the unique qualities in our region.
I’m standing for a future where Timaru thrives through local strength, sustainable growth, and a council that listens, acts, and delivers for its people.
Hadleigh OUDEMANS
My principal place of residence is not in the Timaru Ward area.
History is consistent in revealing the consequences of poor leadership. The 2025 local body elections are a time to pick up the broken building blocks from a system built on sand and lay new foundations on rock.
I’m a straight-talking, hands-on local with deep roots in this community. I’ve spent my life working practically, thinking critically, and holding firm to principles that put people before systems. My foundations are faith, and a belief that good governance must serve — not rule. I’m not a career politician. I’m here to serve with courage, clarity and conviction.
My Priorities:
Hold Council accountable for every dollar - no more wasteful consultants or vague visioning; Stop excessive rates that burden families and the elderly; Prioritise affordability for the next generation - practical infrastructure and future opportunity; Stand for transparency and truth, even when it’s uncomfortable.
I’m here to serve you — not the system.
Stu PIDDINGTON
My principal place of residence is in the Timaru Ward area. I am also standing for Mayor.
Standing to give the community a voice and ensure ratepayers’ money is well spent and not wasted.
Council needs to focus on the basics and that they are delivered well and within budget, with less frivolous spending.
I am not afraid to speak out or challenge the status quo to deliver better decisions.
The council needs to continue work towards more transparent decision making and ensure ratepayers are fully informed, with real focus on our finances.
We need to ensure Timaru District is an attractive place to live with a strong local economy by being an enabling council, welcoming new people and business to the district.
Ensure council gets value for money in capital projects and service contracts.
Push back against government reform that does not deliver better outcomes for the Timaru District and ensure we receive our fair share of funding from central government in water, roading and infrastructure.
Ethan RICHARDSON
My principal place of residence is in the Timaru Ward area.
I’m standing to build a better future for Timaru. I'm a young worker who was born and raised in Timaru, and I can see the potential this town has.
Too many people don’t see a future here, and I can’t blame them. We need to build a Timaru that works for everyone. Where rents are affordable, opportunities are abundant and our town centre is vibrant.
I’ll focus on making our CBD alive again by investing in it and letting our small business get on with things. And I’ll focus on keeping our housing & rents affordable by allowing a better variety of more homes to be built.
A vote for me is a vote for a council that reflects all of us, a council that moves quicker and a council that builds a better future for everybody living and working in Timaru.
Vote Ethan for Council.
Stacey SCOTT
My principal place of residence is not in the Timaru Ward area.
Born and raised in Timaru, I’m proud to serve the community that shaped me. Life in St Andrews with my husband and our four school-aged children keeps me connected to the needs of everyday families.
Since being elected in 2022, I’ve worked hard as a Timaru District Councillor, chairing the Community Services Committee, serving on the Audit & Risk Committee, and acting as a Commissioner on the Proposed District Plan. I’m committed to transparent governance and balancing progress with community wellbeing.
Professionally, I support Health NZ South Canterbury in delivering vital infrastructure upgrades at Timaru Hospital, reflecting my commitment to strong regional infrastructure and community health.
As a parent, volunteer, and business owner, I understand the challenges our communities face. My priorities include restoring a balanced budget, improving council performance, and ensuring local voices are heard.
I remain committed to representing you with integrity, purpose, and strong local leadership.
Chris THOMAS
My principal place of residence is in the Timaru Ward area.
I love living in Timaru, it’s home, and I care about the people and the place. I’m standing for Council to bring my everyday experience, a steady hand, and a community-first approach to decision-making.
I’ve spent the past four years managing Age Concern South Canterbury, supporting older people to stay well and connected. Before that, I ran events and my own small business, so I know what it takes to juggle tight budgets, motivate people, and make things happen.
I have over 15 years of governance experience with the South Canterbury Drama League and other local groups. I believe in listening well, planning ahead, and keeping things practical.
We need councillors who are careful with your money and brave enough to invest in facilities and services that reflect the needs of a changing population and environment. I’d love to help shape a future for Timaru that’s thoughtful, sustainable and community-led.
Graeme WILSON
My principal place of residence is in the Timaru Ward area.
I’m a proud local and successful businessman with a proven track record in running companies in the area and delivering results. Now I’m turning my attention to public service, I want to bring fresh thinking, financial intelligence and practical experience to the council.
My focus will be on pragmatic solutions and ensuring value for every dollar spent. I’ve been fortunate to build a career here, surrounded by people I care about. But I’ve also seen how red tape and short-term thinking can hold our community back.
I want to bring the same common-sense approach that works in business to the council, focusing on getting things done, and done well.
I’ll be doing everything I can to make sure ratepayers’ money is spent wisely and also attracting new families to the area. I believe we live in the best place in New Zealand. Now let’s make it the best-run place too.

Winter found me coaching and refereeing Junior and Senior netball. During Covid I became a personal shopper and a Meals on Wheels driver for our community. Joining Lionesses has given me the opportunity to meet likeminded women. This has led to opportunities to give back and support other groups in our community. My goal within the GCB is to bring transparency, inclusiveness, value all people’s ideas, opinions and to maintain community facilities and service.

A writer for publications including Geraldine News, and Geraldine Community Board chair, my background is in recreation and conservation advocacy, farming, teaching, and the arts. I chair the Geraldine District Projects Trust and am deputy chair of the New Zealand Landcare Trust.
Democracy, rule of law, evidence-based decision-making, and robust environmental guardianship are bottom lines for me. In line with that, I oppose co-governance. Accountability is essential. Rates should cover the services people expect from council.
The Geraldine Community Board has advocated strongly for local interests in many local and central government processes and should continue; this includes local government reform.
Three waters delivery should be science-driven, impeccably managed, and affordable.
I advocated for and support the Geraldine Strategic Framework. Our community has created it to protect and enhance the Geraldine area’s special character. I am committed to its focus on our economy, recreation, heritage, environment, events, infrastructure, and participation.

I have farmed in the Four Peaks district of Geraldine since 2005. Together with my wife Tracey, and our two children, we farm sheep, cattle and deer plus have a potato seed production business.
I have really enjoyed representing members of the community for one year on the community board and I would be grateful for the opportunity to be elected for the next three year term.
It is critical our district remains vibrant and available funding is allocated appropriately to reflect the needs of the community.
I really value our local community and all that it offers. It would be rewarding for me to represent the community that has offered so much to our family and particularly to be an advocate for the rural sector.

History is an invaluable resource for guiding future decisions, and with strong family ties and over two decades living here, my history is advantageous.
We farm at Raincliff, our youngest attends Pleasant Point Primary School.
I work at an accounting practice in Timaru, previously on the finance team at Mackenzie District Council. That role gives me a solid grounding in council process, public accountability, and understanding governance framework.
I’ve been involved in community organisations and have sat on several local committees. I value open dialogue and offer the ability to work collaboratively and have strong research skills to help the board make well-informed decisions.
This Board is your grassroots advocate, empowered by Council to reflect the voices of all local residents. The community needs:
Transparent communications between the Community Board, Council, and council operations; More trust placed in local boards; A Transport system that meets community needs; Members with integrity.

It has been fantastic to be a part of local projects like the new playground in Cave and the refresh of our Adventure playground in Pleasant Point, just to name a few. It would be great to be given the opportunity again to have some input into upcoming and ongoing projects and events to help shape the future of Pleasant Point, Cave and the rural area within the Pleasant Point Ward. Pleasant Point is where I grew up and was educated, and where I brought up my three children. Having returned to this community 18 months ago , settling and finding my feet plus having a very strong community spirit I feel that the timing is right for me to give back to this very special town.
Through the years living here I have coached local sports teams, served on the gymkhana committee and the initial Get to the Point committee.
At present I work at the local 4 square where I often get to hear firsthand, how many of the residents are feeling about local issues. I have very strong ties with Pleasant Point as 2 of my children, 4 grandchildren, sister and my father all live here, giving me a vested interest in making Pleasant Point the best it can be for young and old alike.

With a background in financial services and experience as Secretary of a regional cricket club in Queensland, I bring practical skills in governance, budgeting and community coordination.
Coming home gave me fresh eyes to appreciate what makes Temuka special - its strong community spirit, natural beauty, and the legacy left by those who served before us.
I'm approachable, grounded and genuinely interested in hearing from locals. Whether it's a concern, an idea, or a cuppa and a chat, I'm here to listen. I want to contribute meaningfully to Temuka's future and ensure it remains a vibrant and welcoming place for all.
